What do you call "enlightenment" exactly and why would we have to wait for
general enlightenment ? Indeed it's about individual right to live freely

hope in a simple way to be free.

Dear Xavier,
                    the "electoral process" is already a misnomer because it
denies individuals their most important vote, a self-determining one,
expressed e.g. by individual or group secessions and individual and group
association on a voluntary basis, under full exterritorial autonomy. The
general franchise denies this most important franchise. "The" vote denies
this voting.

Being in favour of individual secessionism isn't enough if one does not
sufficiently contemplate all its implications, e.g. like personal law
systems, competing jurisdictions etc. Ayn Rand's notions against the
supposed absurdity of "competing governments" (in The Virtue of Selfishness)
are still popular among libertarians. The limited government advocates have
not yet settled the debate with the competing government or no-government
advocates, & vice versa, and they have not yet come to the panarchistic
conclusion of mutual tolerance - as well as tolerance even for
totalitarians - as long as these do their things only to their own
volunteers.

Unfortunately, going to Australia would not give you this individual and
minority group autonomy, either. On the contrary. In at least some respects
Australia is still behind the U.S.

"Immediate action": There are xyz views on what constitutes "action" and
most important actions. Push-button liberty is not yet an option. But there
are numerous legal and underground steps for immediate actions and numerous
preparatory steps for future actions. Not all of them have as yet been
listed, sufficiently discussed and publicized. E.g., how many tax strike and
voluntary taxation proposals can you readily lay your hands on?
And would any tax strike be comprehensive enough if it did not include the
proper strike action against taxation via inflation, which would require
repudiation of government paper money and competing private and cooperative
currency issues?

One can also engage in some underground actions via the Internet, if one's
codes are superior to the government's code breaking capacity. The very use
of privacy codes will contribute to the mobilization of well financed
governmental code breakers. I do prefer public actions whenever possible. A
monetary revolution, for instance, cannot be COMPLETED underground but has
to come out into the open (for the payment of employees and most consumer
purchases) and has to openly cope e.g. with mass unemployment, recessions,
depressions, deflations, stagflations and inflation, rapidly, illegally, if
necessary, doing the job governments are unable to do. If timed properly
they could be undertaken rapidly and successfully, e.g. shortly before an
election and before the government would get around to effectively suppress
it, if it were prepared for repression at that time. Afterwards it would,
most likely, become legalized and recognized juridically, by parties and
politicians who want to stay in office. If such an experiment were to
rapidly do away with most mass unemployment and a gallopping inflation,
among the participants, governments would not dare to repress it. But so far
few libertarians are convinced that such actions are possible. And they
haven't bothered to study the issue and reflux techniques that would have to
be used.

Once exterritorial autonomy for volunteer communities is recognized and
realized, not only by and for libertarians and anarchists but for all kinds
of statists, too, then governments willl NOT be able to stop our choices and
enforce contributions. Here, too, territorial governments do presently enjoy
the consent of the victims.
Remaining territorial dictatorships might try to continue to act thus
towards the own subjects and to people in other countries. But with this
kind of exterritorialist liberation programme they could be much easier and
faster overthrown than they can be now.
There would be no longer "territorial integrity" and "internal affairs"
notions to uphold despotic regimes. "National liberation" options would be
extended to all dissenters. At the same time, consenting majorities could do
their own things undisturbed among their believers and at their risk and
expense - as long as they have any followers.

We have had numerous revolutions and secessions. But their pro-freedom
aspect was often so small that they led rather to backwards than forward
steps. Moreover, except in the abstract, as analysed e.g. by J. G. Fichte,
in his 1793 book on the French Revolution, the revolutionaries and
secessionists were mostly still territorialists, coercers, centralists and
monopolists, in their minds and in their actions - and that led to most of
their problems and also to most of the problems of their opponents. E.g. the
Biafran secessionists suppressed the secession attempts of some tribes from
them.

How many revolutionaries and secessionists were sufficiently enlightened,
e.g. on the financing of their revolution, on their libertarian defence
options, on the competitive supply of public services? How many militias
were and are sufficiently enlightened on individual rights and liberties?

What do I call "enlightenment"? A sufficient knowledge of and respect for
individual rights and liberties, at least among a significant minority,
informed and powerful enough to achieve full exterritorial autonomy for
itself and with it set a shining example for others to follow - with
whatever hang-ups they still have - but at their own expense and risk.

Enlightenment does not have to become quite general immediately or soon, as
long as enlightenment people are not only free to express themselves but
also free to set examples by their voluntary experiments. Verbal plus
experimental demonstrations together will promote general enlightenment as
fast and as far as possible.

Under full experimental freedom in all spheres (always only at the own risk
and expense!), the right of individuals to live freely will be largely
independent of public opinion. However, if some people believe that nuclear
reactors in their backyards are part of experimental freedom and no threat
to their neighbours at all (whether objectively true or not), they might
have to listen to the public opinion of those around them - if they want to
survive - or they will have to move their experiment either into a desert, a
space station or to the moon.
One can also play virtual government and societal games on the Internet with
all kinds of alternative constitutions and utopias and liberation programs.
Costs and risks of experimentation are certainly reduced thereby.

What you mean by "deception" is still not clear to me. If you mean that one
does not always have to be honest to an unofficial or official robber, I
would agree.

As a panarchist I would not even reject the ancient idol Leviathan for all,
although I certainly do not believe in it. For the believers in it it is the
most suitable and self-imposed punishment. And for all outside observers of
such voluntary experiments it is one frequently needed demonstrations that
certain ideas simply do not work very well, even when practised by
volunteers and with the best intentions.
However, I also believe that the opponents of any Leviathan utopia ought to
be well armed, trained and organzed in case the true believers are no longer
content to make themselves unhappy in their own way but want to spread their
system coercively to all others. But the motive to spread a system under
these conditions will be reduced to a minimum. Under territorialism it is
maximized and already practices internally, towards all dissenters. From
there to spread it towards all outside dissenters is but a step.

Thank you for the attachment, in French. Although my French is not good
enough to comprehend it, among my few present and future readers of my
microfiche there might be some who would, and, all such texts should,
naturally, be also published one day on libertarian CD-ROMs - and other
suitable media.

Did you pass on my short CD-ROM project messages to some of your contacts
and did you receive any responses? My listing stagnates at present at 43!
I was hoping that each on the list would gain some more supporters for the
project but so far this was not the case.

I copied some introductory text from one of Dr. David Hart's 4 CD-ROMs and
attached it as of some possible interest to you and your circle.
The format used e.g. in the economic dictionaries permitted only the
reproduction of ca. 4,000 pages on one CD-ROM. With other formats and in
zipped form many more could be included.

Dunoyer. This is turn led to an appreciation of the work of =
Jean-Baptiste Say.

\par What makes these radical liberals differen
t from the mainstream of the "classical" liberal tradition is their =
commitment to individual liberty, laissez-faire economic policy, and the =
ultra-minimal state; and their opposition to war, empire, state =
intervention in all aspects of life, and economic=20
e
xploitation in all its forms. The radical liberal school developed very =
detailed and lengthy historical analyses of how class exploitation and =
the state emerged centuries before the modern period, how this system of =
exploitation evolved over time, and how
=20
it was challenged by the emergence of the free market. They also =
concluded that a new, free society was in the process of emerging in the =
19th century - Dunoyer called it the new stage of "industrialism". =
Writing early in the 19th century, Say, Comte and=20
D
unoyer argued that even the tyrannical Emperor Napoleon could not =
prevent, but only delay, the emergence of this free society. Writing at =
the turn of the 19th century, Molinari was less sanguine for the future =

\par The writings of Say, Comte, Dunoyer, and Molinari make up one of =
the many strands which make up the Classical Liberal tradition, but it =
is a strand which has been ignored by most historians. As I argue in the =

recognised and incorporated into more general histories of liberal =
thought. Even sympathetic historians of the liberal tradition, like=20

The work of Charles Comte and Charles Dunoyer during the Restoration =
demonstrates that a reassessment of the nature of nineteenth century =
liberalism in general and early nineteenth century=20
French liberalism in particular is required. The picture of nineteenth =
century liberalism which emerges from traditional accounts does not =
prepare one for the kind of liberalism advocated by Comte and Dunoyer, =
with their ideas of class analysis, exploitat
i
on, the relationship between the mode of production and political =
culture (or "morals" as Dunoyer expressed it), and the historical =
evolution from one mode of production to another through definite stages =
of economic development. I have used the expressio
n "mode of production" to translate a variety of terms which Dunoyer =
uses, such as "la mani\'e8re m\'eame dont ils pouvaient \'e0 leurs =
besoins," "les modes d'existence," "la mani\'e8
re de vivre," and "la mode imparfait de subsistance," all of which were =
taken from a few pages in Charles Dunoyer, }{\b\i L'Industrie et la =
morale consid\'e9r\'e9es dans leurs rapports avec la libert\'e9 }{\b=20
(1825).[1] I chose this translation for two reasons. Firstly, it seemed =
to carry the meaning of what Dunoyer was trying to say. Secondly, the =
appropriatio
n of this term by Marxists gives the impression that it was they who =
invented the concept. By associating it with an obviously liberal social =
theorist my intention it to show that the term was much more broadly =
used than is commonly recognised. One has be
e
n led by many historians to expect that these issues and even this =
terminology were the exclusive preserve of the early utopian socialists, =
such as Auguste Comte and the Saint-Simonians, or the Marxists. Since it =
was Karl Marx who developed the most influ
e
ntial theory of class conflict and historical evolution through economic =
stages, it has been assumed that these ideas were somehow peculiarly =
"socialist." They are considered by some historians even to be a =
distinguishing feature of this tradition of thou
ght.}{
\par }{\b=20
On the other hand, we have been told, liberals restricted themselves to =
purely political concerns, such as freedom of speech and constitutional =
government, or economic concerns, such as free trade and deregulation, =
and eschewed the so-called "social" i
ssues of class, exploitation and the relationship between the mode of =
production and political culture. I will argue in this work that there =
was a group of liberals in Restoration France which does not fit this =
traditional demarcation between liberals and
=20
socialists. Charles Comte and Charles Dunoyer combined a traditional =
liberal concern with political and constitutional liberty and a social =
theory of class and exploitation which they developed during the late =
1810s and 1820s. Since their strong advocacy=20
o
f private property, individual liberty and laissez-faire economic =
policies makes it impossible to classify them as "proto-socialists" or =
"early socialists" however much their theories may have influenced later =
socialists including Karl Marx, one is oblige
d
 to classify them as liberals. Yet, they are quite unlike the mainstream =
liberals of the early nineteenth century we have come to know through =
traditional accounts. It is my conclusion that historians, with a very =
few exceptions, have badly misunderstood=20
t
he nature of early nineteenth century liberalism by focusing excessively =
on political and economic policy matters. A study of liberals like Comte =
and Dunoyer shows there is another dimension to liberalism which has =
never been adequately appreciated, a "so
cial" dimension in which the problems of class, exploitation and the =
evolution of societies through definite economic stages played an =
important r\'f4le.}{
\par }{\b When one acknowledges that our understanding of liberalism =
must be changed in order to include what I have
 called "the social dimension," it quickly becomes apparent that there =
are many other nineteenth century liberals who share Comte's and =
Dunoyer's interest in such things as class and exploitation, but who are =
often left out of or only selectively used in=20
h
istories of nineteenth century liberalism. A history of liberalism, =
based upon my expanded redefinition of what liberalism is, would now =
have to include, in addition to Charles Comte and Charles Dunoyer, =
others such as Thomas Hodgskin, Herbert Spencer, Gu
s
tave de Molinari, Vilfredo Pareto, and Max Weber, along with the =
traditionally highly regarded figures such as Benjamin Constant, John =
Stuart Mill, Richard Cobden, and Alexis de Tocqueville. Even these =
latter liberals have an interest in class and exploit
ation which has not yet been fully explored by historians. For example, =
Benjamin Constant's economic writings have been largely ignored by =
historians and his most interesting piece of social theory, the "De =
l'esprit de conqu\'ea
te et de l'usurpation dans leurs rapports avec la civilisation =
europ\'e9ene" (1814)[2] which so influenced Dunoyer, has not always been =
recognised as such. Mill's interest in social issues is well documented, =
especially in the }{\b\i=20
Principles of Political Economy}{\b  (1848) and the }{\b\i Essays in =
French History and Historians. Collected Works of John Stuart Mill}{\b  =
(1985), but the important discussion of the nature of subjection under =
feudalism in }{\b\i The Subjection of Women
}{\b  has not been fully appreciated.[3] Richard Cobden uses an =
undeveloped theory of class and exploitation in his speeches and =
pamphlets where he analyses the r\'f4
le of the aristocratic classes in the British Empire and military =
services.[4] Seymour Drescher and Roger Boesche have constantly asserted =
that Tocqueville's economic and social contribut
ions are just as important as the other aspects of his work which are =
more commonly discussed and Boesche has attempted to uncover the =
"hidden" Tocqueville in a series of important articles.[5]}{
\par }{\b I suggest that a new interpretation of early nineteenth =
century liberalism, which would take into account this social dimension =
is urgently required...}{
\par }{\b However, to define rigidly the boundaries of liberalism and =
socialism in this manner and to exclude Comte and Dunoyer from the =
liberal tradition, or even to accuse th
em of abandoning liberalism under the influence of "socialist" ideas of =
class and exploitation, would be to deny them their impeccable liberal =
credentials won at such personal cost during their struggles against =
censorship and authoritarian government thr
o
ughout the Restoration. If belief in class analysis and a theory of =
history based upon the concept of modes of production disqualifies Comte =
and Dunoyer from membership in the liberal camp, then it is hard to =
understand their continuing interest in "tradi
t
ional" liberal causes during the period these ideas were being =
developed. When Comte and Dunoyer were writing their books on social =
theory during the 1820s they continued to be part of liberal circles in =
France, Switzerland and England. They participated=20
i
n campaigns to protect freedom of speech and trial by jury, they sought =
and got political office under the more liberal July Monarchy, they =
became members of the liberal Academy of Moral and Political Sciences, =
they wrote on various issues of liberal poli
tical economy, and Dunoyer, since he outlived Comte by some years, was =
an active member of the Political Economy Society and wrote many =
articles for the preeminently liberal }{\b\i Journal des \'c9conomie}{\b =
 from the early 1840s onwards.}{
\par }{\b I believe that a reading of Comt
e and Dunoyer shows the inadequacy of traditional accounts of the nature =
of nineteenth century liberalism. It will become clear in the course of =
this dissertation that Comte's and Dunoyer's theory of class and history =
follow logically from their very libe
r
al theory of private property, the free market, and individual liberty. =
Since the latter three concepts are essential to liberalism, Comte's and =
Dunoyer's belief in them must qualify them as members of the liberal =
tradition. Furthermore, the social theory
=20
of class and history they developed from their liberal political and =
economic ideas must also be considered a legitimate part of the =
nineteenth century liberal tradition. This necessitates a redefinition, =
or rather an "expansion" of one's definition of li

eralism, so that it includes theorists like Comte and Dunoyer and ideas =
such as their view of class and history. What this means is that the =
family of individuals who make up the tradition of nineteenth century =
liberalism is a more complex and diverse gro

tradition, if they are combined with a belief in property and the free =
