Dear Shawn,

The two peace books offered with the letter below are now already online, on
one website. I did not expect such a rapid and positive reaction from
anyone.From submission to the electronic publishing of two books within one
day, that must be close to a record!

Now I can only wish that others will link to that site, download from it &
peruse these texts when they have time for it. Some might even help to
improve them with their criticism, until the whole becomes more attractive
and convincing.

FLASH NEWS, 23.12.02:

Christian Butterbach has already made the full text of the two peace books,
mentioned and offered below, available on his website, accessible either
through www.exterritorial.info or www.panarchism.info - almost immediately
after receiving these texts through e-mail, sent only yesterday. Today I
viewed them on his new sites. Sometimes the right-hand margins did not
transmit too well but that maybe corrected later and does not really matter.
He would also like another title better: "THE EXTERRITORIAL IMPERATIVE".
Occasionally, the Internet makes instant book publishing possible, through a
skilled & webmaster. Since both books are reproduced there in single files,
downloading of each takes some time. I for one prefer that to having to
download a whole book laboriously, chapter by chapter, from separate files.

As a result of his generous publication effort, I do not expect to be often
called upon to send these titles upon request, as promised below, via
e-mail. This website book offer would also reduce the fear of virus
infection.
(My e-mail, in and out, is checked twice by my service provider, with 2
anti-virus programmes, updated automatically every 2 hours. Only once did a
recent one got through, on an e-mail, nevertheless - and it was discovered,
isolated,  and then destroyed, with the infected and unopened message, via
Norton Anti-Virus.)

"PEACE ON EARTH AND GOOD WILL TOWARDS ALL MEN." - ???

I always get somewhat annoyed when I read or hear this and similar slogans,
like: "Love your enemy!" They are all too general in their formulas and do
not suggest how they could be practically realized, although such
suggestions have been made for 2,000 years and even longer.
What are the fundamental preconditions for "Peace on Earth"  and for "good
will towards all men"? and how, if we cannot come to love all men, least of
all of our enemies, could we at least become just towards them? What are the
minimum requirements for this?
"Love", in any of its many forms, is just not strong, wide-spread or
tolerant and embracing and practicable enough to achieve and secure peace.
In some of its forms, like many religious beliefs, it has led to many
killings.
Alas, most people have still not much clearer notions about the ideas and
practices of justice, rights, tolerance option and liberties, either, and
what it means to be truly self-governing, self-controlling and to
individually grant consent or to withdraw it. They still shrink away from
their ultimate values: individual sovereignty, individual secessionism,
voluntarism - in every sphere and full exterritorial autonomy for volunteer
communities as a result.

How could a lasting peace, resting upon freedom, justice and prosperity and
new kinds of peaceful principles and institutions, traditions & customs be
first sufficiently discussed and publicized and then finally realized?
Slogans like the two on top do not help us in this respect at all. They do
rather stop further thinking with their dogmatism than promote it. They
assume that wishful thinking, in all too general terms, would be enough to
provide practical solutions.

How?

Taking two widely publicized examples of hostile groupings, I suggest:
Let each Arab group of volunteers, of whatever shade of opinion, as well as
each Jewish group of volunteers, of every shade of opinion, rule itself
under individually self-chosen personal laws, i.e., under full exterritorial
autonomy for voluntary as opposed to geographical or territorial
communities. Moreover let each other voluntary group enjoy the same kind of
self-government option for itself.

In short: PIOT: Panarchy In Our Time or, as my father, K.H.Z. Solneman,
suggested, in his 1977, 1983 "Manifesto for Peace and Freedom:
"To each the government or non-governmental society of his or her dreams."
(My version of his formula. This book was published, in the German original
and in one English versions, in print on paper and in these & my own English
translation in my PEACE PLANS series, on microfiche only. It has not yet
been digitized.)

The obvious large precedent was set by religious freedom or religious
tolerance, which has eliminated religious wars and religious civil wars  -
to the extent that it was realized. The same kind of tolerance and peaceful
coexistence or experimental freedom or minority autonomy has still to be
established in the political, economic and social spheres, to the extent
that these are presently preempted by territorial governments.
Other precedents are scientific and technical experiments that are
tolerantly & practised, as well as the great variations in private
life-styles in the somewhat developed countries.

To the extent that people are free to engage in their own and freely chosen
practices, they do not fight each other in the streets, as a rule. However,
since they do largely belong to the same territorial communities, they still
try to dominate and exploit each other via territorial laws, with sometimes
one group and then another being temporarily dominant in a territory and
"legitimizing" its preferences by its laws & jurisdiction. This is done
under slogans like: "Equality before the law!" and: "One law for all!, with
only uniform territorial laws being taken into consideration and a
persistent blindness towards the exterritorial alternative. All this under
the pretence of "public interest" and democratic consent by "free"
elections". At most they commit their offences against the smallest numbers.
But their avalanches of laws find ever new victims and establish ever new
privileges and all too often the consent of the victims is granted and the
rightful opting-out and experimental freedom alternative is ignored or
suppressed.

This fundamental exterritorialist & voluntaristic change would maximize all
creative and self-government and self-controlled activities and institutions
while minimizing all mass-murderous and destructive ones. For some details
see my two peace books.
Just the opposite to territorial institutions, constitutions, laws and
jurisdictions is required to bring us as close to the realization of our own
ideals, for and among ourselves, as human being can come, by their own
efforts and at their own risk and expense.

It would leave no one any good reason or motive to complain about the
activities of the community that he has chosen for himself - while leaving
him free to secede from it, once he has become disappointed by it, and also
free to join or establish another volunteer community, closer to his present
ideals. No re-education or election campaign, no majority, no fighting or
collective revolution would be required. One-man "revolutions" would become
optional and institutionalized - and they would leave the affairs of others
alone. Thus they would not antagonize them and provoke resistance.

As Prof. Rudolf Rummel has pointed out in his numerous web pages, the
"democratic" States have been much more peaceful than the "rogue States".
That fact is undeniable, when clearly pointed out, as he did. However, they
are also still territorial "warfare States", as well,  with despotic
decision-making powers concentrated at the top (however representatively
"democratized" in its forms), with power to conscript, tax, inflate,
deflate, regulate and begin and conduct a war largely independent of the
opinions or convictions their subject, or successfully manipulating them.
Nor do most of them set sufficiently attractive alternatives, by their
examples, to induce the despotically ruled people and soldiers to rise in
attempts to gain the same large liberties for themselves. When the victims
of open dictatorships managed to flee or desert, then they are not always
welcomed with open arms by democratic territorial States, because, under
monetary despotism, these do not know how to fully employ their own
subjects, far less large inflows of refugees and deserters. Thus they rather
imprison and deport them or keep them forcefully out, by navies which rather
go after refugees than pirates.
Like the despotic regimes, they have also largely failed to proclaim
exclusively just and liberating war and peace aims.
The Iron Curtain is down and new and "softer" ones have been set up, by the
"democracies". If you can manage to ignore the present new barriers to free
migration, remember the ones which were set up to prevent millions of Jewish
and other victims of the Nazi regime from escaping it into "free" and
"democratic" countries. Envision also a Chinese mother, highly pregnant with
a second child, who managed to escape from Red China, only to be imprisoned
and deported back as an "illegal immigrant", to be coercively aborted "at
home". How many people manage to ignore such atrocities and those committed
by pirates against "boat people", just like all too many "good" Germans
ignored or denied, for all too long, all too many atrocities committed by
the Nazis. Finally, they were rendered powerless to do anything about them.
Even protests were suppressed or severely punished. Remember: Some Jews were
conscripted, by sheer terror measures, into forced labour in the
extermination camps. Only towards the end, when also threatened by
extermination, did some of them manage to rise, escape and survive. By now
"democratic" States have re-invented concentration camps for illegal
immigrants and gain votes for themselves by as wrongly treating innocent
foreigners, whose only "crime" is "illegal immigration". In our times
"people smugglers" are considered to be criminals, not the ones who set up
and maintain immigration barriers and concentration camps. In some ways all
territorial nations have become nation-wide concentration camps.

"Democratic" States, with their "protectionism", monetary despotism, fiscal
and avalanches of laws, their military institutions, foreign policies and
mass extermination devices (A democratic State was the first and only one to
use them - and they have produced them to vast overkill-proportions!), as
well as their collective responsibility prejudices and practices, have led
to terrorism, perpetuated the arms race and dictatorships in other
countries, and have, directly or indirectly, also caused or prolonged wars
and made them unnecessarily bloody. Their compulsory miseducation system has
also led to the growth of territorial statism, state socialist practices and
an anti-capitalist, anti-market, anti-property, anti-competition,
anti-profit and anti-rights and anti-liberty mentality in all too large
segments of the population. Even the Soviet system gained, after a few
generations, the support of about 30 % of the population, afraid of and
opposed to liberties. The enemies of fundamental liberties may be even more
numerous in the traditionally "free" democracies. They have learned to
"argue" against even the most basic liberties and take all too many
oppressions and exploitations and controls for granted, as rightful and
necessary.

Moreover, in them, as well, the worst types tend to get to the top - as
already Hayek pointed out in his classical work: The Road to Serfdom.

In short, as territorial institutions, with compulsory members or subjects,
they are not innocent babes, either.

I have written two books on the subject, back in 1962 and 1975. The first
was never in print and written only in German. It may soon appear, in a
shortened and edited version, in print upon demand, as re-written by Andre
Lichtschlag, publisher of "eigentuemlich frei", a German classical liberal
to individualist anarchist periodical. Its English translation is offered
now with this letter. The second one, An ABC Against Nuclear War, appeared
only in a primitively printed and bound edition, produced at home by myself
and remained, likewise, an outstanding non-seller. Both were later
microfiched, the first also in an English edition, back in 1979 (PEACE PLANS
61-63), while the German orginal (with some additions and corrections
appeared, also only on microfiche, still later, in PEACE PLANS 399-401.)
This German version was recently digitized in a somewhat improved form, and
is likewise available, in RTF and win-zipped, free upon request.
The first (PP 61-63 & 399 - 401) treats the subject somewhat systematically
although by far not exhaustively enough. The second treats it largely
alphabetically, in about 500 short statements. Digitizing and the "find"
option for such texts makes finding particular words and ideas even easier
than I made it in these books via an extensive contents list and
alphabetical index for the one and general alphabetization of arguments for
the other.

Territorial governments should not be recognized at all as legitimate, not
even as governments-in-exile. Instead, they should be altogether exiled from
Earth. Even when introducing them on other planets they would merely bring
about the same problems they caused here. Even if all these emigrants were
unanimous initially, dissent would arise, i.e., rebelling minorities,
engaging in terrorist acts, when they are small, and in large and bloody
civil wars and revolutions when they become larger.

The English versions of both of my peace books have finally been digitized,
however belatedly, and are offered by me through e-mail, in RTF, free of
charge, upon request, in Winzip 8.1. Thus these 2 books come thus only to
1152 Kbs, and would comfortably fit, with more libertarian material, onto a
single floppy disk. (Unzipped they come to 3.5 Mbs.)

Now available by e-mail are also, free of charge, all of PEACE PLANS 1-20 &
183, in bearably small batches. They do, among other things, develop and
apply some of the ideas in my 2 peace books. Moreover, in PEACE PLANS 9-11
they do contain the three classical books by Ulrich von Beckerath an
monetary freedom, in an English translation, with some comments and
supplementary texts, e.g. by Dr. Walter Zander.

I do not expect a rush of such information requests but at least some. If
others make similar use of these files, spreading them in their favourite
ways, then the total number of copies might become multiplied rather fast.

Microfiche remained so far unpopular for libertarian texts, but not any more
so than are floppy disks and CD-ROMs for this purpose. Websites and e-mail
offer so far only a small fraction of all freedom texts. This in spite of
all the predictions, promises and hopes associated with them.

To put many books on websites, maintain them there and download them is
neither very cheap nor fast nor easy for most computer users. A summary
surveying all media options and their pro and con has either still to be
produced or sufficiently publicized. Consequently, all alternative media
options are not yet optimally utilized.

I intend to send the full zipped texts right away only to those who have
previously indicated an interest in my peace writings.

Others, with perhaps only limited e-mail boxes, will have to ask me for
them, if  they are interested enough. The first e-mail transmission of the
zipped texts of the two books, which I tried yesterday, took 10 minutes with
my old and slow sytem.

No copyrights and royalty claims are made for either book. On the contrary,
copyring and distributing them, free of charge or at cost-covering or
profitable price and in any medium is invited & welcomed by me.

Put them into your e-mail or onto a floppy disk or CD-ROM or add them to
your web pages, etc. and distribute them as you like, free of charge or
profitably to you. If you can manage to make some money with them, for
yourself, you are quite welcome to it. I hope you are more efficient and
successful with them than I have been with their distribution.

These, in my opinion, rather important texts, platforms or utopias, have
been largely dormant for all too long. My limited printing and microfilming
efforts have not sufficiently spread them. I do believe that the world - and
the libertarian movement in particular - do need these ideas and related
ones, rather urgently. They could at least form a basis for the development
of a comprehensive libertarian peace and liberation programme, contributed
to by thousands of libertarian thinkers and activists.
These texts wait for your perusal, criticism, comments and other and related
proposals, which you could easily add in some of the alternative media.

All such ideas and related could be effectively gathered and publicized by a
special free market for ideas and talents, as proposed in PEACE PLANS 20 &
183. The former is only in English and the latter in both German & English.
Both are now also available free of charge and of  copyrights restrictions
via e-mail in RTF versions, upon request.
Why free market libertarians have not yet been foremost in developing a
special free market for ideas and talents, embracing at least all the
libertarian ones, is still a riddle to me. They should be more aware than
others of how much such a free market is still amiss and how important it
would be to bring together, permanently, demand and supply in this sphere.

Since I am discussing here and opposing two of the numerous and all too
flawed and general slogans for peace, I want to point out another project of
mine, that concentrates on those slogans which are of some use to
libertarians, In my series I called them SLOGANS FOR LIBERTY. Of these 7
volumes have transcribed and been microfiched so far, for letters A -
Government. The rest, from Government to J have also been digitized by now
and all these are files are likewise available, free of charge and
copyrights restrictions, upon request, in bearably large batches.

Since the two peace books here offered do stress monetary freedom very much
and since a comprehensive handbook on monetary freedom is not yet available,
I want at least to point out a large collection of alphabetized notes on the
subject which are available on www.butterbach.net/freebank/htm  These notes
might ultimately lead to the desirable handbook on the subject.

I do also attach a short note on self-help in case of heart attacks. For our
greatest enemy is and remains death, at an all too early age, even if we
should reach the age of 100 or above.

By all means, help to flood the world with libertarian peace ideas, i.e.,
peace ideas that are moral and rational and that would work. To do so
electronically is now easier than ever before, once the texts are digitized.

However, scanning is still rather flawed, since it requires extensive proof
reading. For instance, to scan the text of PEACE PLANS 61-63 took me "only"
10 hours. But afterwards, to at least roughly proof-read the scanned text,
has cost me several weeks of hard and boring labour. Boring & tiring it was,
mostly, in spite of the opportunity it provided to some editing and add some
comments.  Transmission time for the zipped version to the single and first
recipient was about 10 minutes. I know he has a large enough mail box. I do
not know whether you have. Compared with this effort: Preparing a book for
microfilming was often done by me in a single day. Sometimes I even readied
several books for automatic and computerized & quite accurate microfiching
in one day. The supposedly highest and seemingly most automated technology
is not always the cheapest and least labour intensive one! That may be one
of the reasons why so far relatively few libertarian books have appeared on
websites, in e-mail, on floppy disks and CD-ROMs.

Seeing how difficult, time-consuming, costly and ineffective my own attempts
have been to find, describe, duplicate and spread these ideas, it is quite
possible that other libertarians had similar difficulties in spreading their
own and different peace ideas. I would very much like to hear or read them.
Their manuscripts or limited prints should not remain largely "buried",
unknown or inaccessible  for 25 to 40 years, either. The peace discussion
has stagnated for all too long, even among libertarians, who should be able
to offer the best ideas in this sphere, precisely because they are freedom
ideas and peace flows from the realization of all rights and liberties. It
is high time to advance ideas and opinions in that sphere as fast and spread
them as widely and easily - as it is now possible to do, electronically.

For years I have been advocating the use of another very cheap and powerful
medium, namely CD-ROMs, for all libertarian texts. You can find more on that
project on www.butterbach.net/project/htm The response rate was so far
insufficient to induce the few, who indicated an interest, to fill, between
them, the first libertarian CD-ROM with a spectrum of libertarian texts. I
never intended to tackle all these jobs myself and quite on my own. But now
I am digitizing more and more of my own favourite texts myself and, with
them, I will soon be able to fill at least a  respectable fraction of  the
650 - 800 Mbs. of a CD-ROM, once I have come to use not only the Adaptec
Direct CD format but a generally accessible one. Then I would offer all
these texts, a few dozen Mbs on a single CD-ROM and send some of them
around, with the invitation to add to them and circulate them, also with no
or a minimum of copyrights restrictions. However, I will not even attempt to
scan all the numerous texts that I do offer already on microfiche. If others
want to do so, and if copyrights are no obstacles, then they are welcome to
do this, at their expense in labour, time and money. A few firms offer
direct conversion from microfilms to digitized texts.

An avalanche of libertarian information could be cheaply provided on
CD-ROMs, more even on DVDs and, in future, even more on blue light CD-ROMs.
Perhaps all could be provided on as few as 300 CD-ROMs and, within the
normal lifespan of most of us we might come to see a single CD powerful
enough to hold all these texts!
The medium, prehaps more so than any others, may be powerful and lasting
enough to effectively "bury" our opponents under much better ideas,
arguments and facts.

Not only microfiche and CD-ROMs are still vastily under-utilized. Even the
humble floppy disks still is. This in spite of the fact that, in a zipped
text format, each could contain up to 6 small books - according to my
estimate. And who among the computer users could not easily duplicate them,
if their texts are not copyrights restricted?

So, as you can see, I am not only a microfiche "fanatic" and long-term user
but do recommend the optiomal utilization of all alternative media that are
powerful and affordable enough, each in its particular strength, at least
for all worthwhile libertarian ideas and texts.

libertarian sites is still very incomplete and I would prefer to see such a
compilation on CD-ROMs. Not many, if any, websites could offer 650-800 Mbs
as cheaply, easily and permanently. Nevertheless, among the many
encyclopaedias offered on CD-ROM there is still no libertarian one!

\par Let's say it's 6:15 p.m. and you're driving home (alone of course), =
after an unusually hard day on the job. You're really tired, upset and =
frustrated.

\par Suddenly you start experiencing severe pain in your chest that =
starts to radiate out into your arm and up into your jaw. You are only =
about five miles from the
\par hospital nearest your home; unfortunately you don't know if you'll =
be able to make it that far. What can you do? You've been trained in CPR =
but the guy that
\par taught the course neglected to tell you how to perform it on =
yourself. Since many people are alone when they suffer a heart attack, =
this article seemed to be in order.

\par Without help, the person whose heart stops beating properly and who =
begins to feel faint, has only about 10 seconds left before losing =
consciousness. However,
\par these victims can help themselves by coughing repeatedly and very =
vigorously. A deep breath should be taken before each cough. The cough =
must be deep and prolonged, as when producing sputum from deep=20
inside the chest. And a cough must be repeated about every 2 seconds =
without let up until help arrives, or until
\par the heart is felt to be beating normally again. Deep breaths get =
oxygen into the lungs and coughing movements squeeze the heart and keep =
the b
lood circulating. The squeezing pressure on the heart also helps it =
regain normal rhythm. In this way, heart attack victims can get to a =
hospital. Tell as many other people as possible about this, it could =
