John Zube, LIBERTARIAN MICROFICHE PUBLISHING &
RESEARCH CENTRE FOR MONETARY & FINANCIAL FREEDOM, producing the=20
PEACE PLANS series, since 1964, since 1977 almost exclusively on =
microfiche.
Website: www.acenet.com.au/~jzube Its ca. 2,000 pages, or almost 5 Mbs =
are a guide to ca. 500,000 pages offered by LMP in its PEACE PLANS =
series & it includes 6 essays, 2 of them on monetary freedom.

Dear Mr Kautz,

On monetary freedom my series offers probably more titles and pages than =
any other publisher has ever before offered on any medium, and this more =
cheaply and permanently as well.
I do also assert that it offers some of the most advanced writings on =
this subject, although they go back to the thirties, some of them in =
several languages. The response has been very small. As a rule, most of =
these references remain ignored, except those written by academics, who =
since 1974 rediscovered part of that freedom - and went on to ignore =
most of their predecessors. Even Hayek greatly misunderstood a monetary =
freedom writer like Prof. Heinrich Rittershausen and called him an =
inflationist!. That's like calling a libertarian a totalitarian!=20
For most of his professional life Rittershausen resisted the monetary =
despotism that leads to inflation and he did make detailed =
counter-proposals. However, publishers for such works were hard to find. =
In post world war he could only sell studies of the central banking =
system and the discount policy, in which he tried to teach how some of =
the worst mistakes of that system and policy could be avoided, given =
that we are not free to opt out from under it. His lifelong friend, =
Ulrich von Beckerath, my mentor, did explore the monetary revolution =
alternatives from about 1908 to his death in 1969. I have still to =
microfilm another large batch of these and related freedom writings, =
mostly in form of letters and short papers, apart from his three =
classical books on this subject.

About 11 years ago I compiled what was then the largest bibliography on =
the subject - but since then have not yet got around to extend it =
further. In 1990 a U.S. contact placed it on the Internet. Response: =
Zero. I have it on disk, and could convert it to Word or ASCII or plain =
or rtf text and send it by e-mail attachment, if you are interested, or =
in its microfiche edition. It came to about 124 pages but was not =
formalized but merely in form of an alphabetized list towards a complete =
bibliography on the subject, inviting collaboration, because many of the =
texts were and are still not accessible to me.

In 1990/91 I spent most of a year visiting various libertarians, =
bookshops and libraries in the U.S., in 1990/91, making numerous =
photocopies and buying many books, enough to fill over 150 book parcels, =
 - but only one libertarian, working at the research institute in Great =
Barrington, was interested enough in this free banking bibiliography to =
bother making himself a copy!

My series aims to reproduce as many such titles as possible but they are =
hard to obtain. For instance, for most of his life Ulrich von Beckerath =
was trying to obtain all volumes of the journal SOUND CURRENCY. He =
managed to get only one. After his death, all issues, except one monthly =
copy, were microfilmed and sold in this form rather cheaply.

I am also working towards an alphabetized handbook on monetary freedom =
options, practices, experiences, terms and the numerous errors, =
prejudices and myths on the subject. I got this set and still only two =
of the annual compilations of this journal, and this in photocopies.

Naturallly, I would also like to see as much of this material as =
possible placed online and published, in combination, on one or several =
CD-ROMs. See the attachment on the CD-ROM project.

The only entry on my own efforts that I found so far, today, in the =
freemarket-net pages, seemed to be merely an appeal for help with my =
microfiching efforts. It did neither point out my website nor did it =
indicated the quantity of libertarian material that I do already offer, =
very cheaply, to others, for the last 23 years. Has any other single =
libertarian published more, more permanently and more cheaply? And yet =
my microfiching are merely a pilot scheme to demonstrate to other =
libertarians what they could do with this medium, in easy, cheap, =
lasting and already rather powerful self-publishing, of their own =
writings and that of many others, although not as cheaply as that on =
CD-ROMs can be.

I have long estimated that a mere 100 - 300 libertarian microfichers, as =
active as I have been, could, between them, provide complete, permanent =
and cheap libertarian publishing. That cry for help notice did not =
indicate that possibility.

Several other libertarians managed to misunderstand my literature for =
sale list as a mere bibliography, because they are not accustomed to a =
small publisher offering as many titles.

PIOT, John Zube.
(Panarchy In Our Time or: To each the government or non-governmental =
society of his or her dreams!P=20

P.S.: Full monetary freedom would mean panarchism applied in this =
sphere, with not a single exchange medium or value standard imposed - =
in general circulation - but all of them being of compulsory acceptance =
and compulsory value, ast their stated face value, towards the issuers =
or the issuing associations, and private contractors obliging themselves =
to so accept them, which would mainly mean the debtors of issuing =
centres, who could readily pay their debts with them to the issuing =
centre. That means, full tolerance for tolerant actions or experimental =
freedom in this sphere for voluntary payment, clearing and value =
standard communities. Also the right to refuse to accept an exchange =
medium and a value standard that one has not contracted to accept - or =
to discount them freely, in a free market for exchange media and value =
standards.

Probably no one has as yet formulated monetary rights and liberties more =
accurately and extensively than Ulrich von Beckerath has. See his =
writings in my series.

Most e-currency advocates imagine that they could freely, extensively =
and long enough - apart from some underground transactions - operate =
under the prevailing monetary despotism or that just speedier electronic =
transfers and other dealings with forced and exclusive governmental =
currencies or transfers of certified claims for gold metal and free gold =
coinage would be all that would be needed. They ignore the other side of =
the free banking debate, that has beein going on for about 200 years.
The French revolutionary government, 1789ff, imposed the death penalty =
upon monetary freedom actions, and so did the Soviet Regime. In =
demoncratic and "free" Australia the official penalty is $ 20,000 for =
every day that this "offence" is continuted.
Most monetary freedom experimenters engage in their experiments in =
blissful ignorance of the legislation and jurisdiction on the subjet, =
worse still, they do repeat many of the wrongs and mistakes of forced =
and exclusive currencies. - J.Z.

-ROMs are the fast, cheap and efficient runners. Sounds unbelievable and =
quite wrong but it is true, nevertheless. See the attached estimates.
\par=20
\par Secondly: This is not a 007 solution to a problem but one that =
requires voluntary, peaceful, intelligent and inte
rnational collaboration, probably among thousands of above average =
libertarians, each retaining his independence and pursuing his special =
interests within that collaboration. Can that be achieved? Progress with =
the attached list of those interested has so
far been very slow. Even great minds are not easily opened to the =
potentials of large projects. They tend to rather tackle what they can =
do quite on their own.
\par It is up to you to speed the growth of the attached connection list =
up, so that the combined off
ers of libertarian Mbs and CD-ROM editing talents can soon come =
chain-react, producing finally many specialized libertarian reference =
libraries on single CD-ROMs and ultimately a complete libertarian =
library on an estimated 300 very cheap CD-ROMs, possibl
y only 30 CVDs and in future, maybe, only on one or two further advanced =
disks.
\par=20
\par The rest is largely up to YOU. I am prepared only to provide upon =
request the latest version of a list of people interested in this =
project. There can take it from there, betwe
en them but I do hope that they will keep me informed or will establish =
and run this contacts list e.g. on a website, with the option for =
additional entries at any time. For such purposes the Internet is quite =
convenient.

Most likely you, too, have always ignored your libertarian publishing =
options on microfiche and floppy disk and may continue to do so. But at =
least do not make the same mistake with your CD-
ROM freedom of expression and information options, especially for any =
freedom manuscripts, books or other long text compilations, of some =
lasting value, that you do want to put or keep in "print" cheaply, =
easily and permanently, for yourself and other fre
edom lovers.=20
\par=20
\par Anyone in somewhat developed countries can afford these options.=20
\par=20
\par While anyone, on his own, can fill a cheap microfiche, with 98 - =
1350 pages, 24x - 48x reduced, with a duplicate down to A 28 cents or a =
floppy disk with 1.4 MB, each down to=20
A 32 cents, and anyone can afford a CD-ROM, now produced for as little =
as 50 cents. But to FILL a single CD-ROM with 650 MBs, or the equivalent =
of about 500 books, that is, to provide a whole small freedom library in =
this as cheap and powerful format, wou
l
d require, mostly, some collaboration. The individual output of =
libertarian Dr. David Hart on 4 CD-ROMs is quite exceptional. If you are =
interested I send you as an attachment his letter bringing some details. =
He has also already on hand over 2 Gbs of fur
ther libertarian information to be so offered in the future. With a few =
more like him we reach the target fast. But so far he stands as a lone =
pioneer in that field.
\par=20
\par Please help to fill, cooperatively, another one or several =
libertarian CD-ROM, preferably=20
with text-only Mbs, to enable us to include as many texts as possible in =
a single disk, and then to offer its duplicates for sale, for A $ 5 - =
50, i.e., up to 500 books on a CD-ROM for the price of one or two books =
in print on paper.=20
\par=20
\par Initially just let m
e know how many Mbs you can offer to this project and whether you are =
one of those able to assemble 650 Mbs efficiently and conveniently on =
one CD-ROM. All such offers to be listed - until the listed persons and =
their Mbs and talents and interests come to
almost automatically interact productively, in this direction, like a =
telephone book does for more general purposes or business interests.
\par Do not send me your Mbs but just information on how many you are =
prepared to offer.
\par=20
\par Personally I prefer those offered without copyrights claims. But, =
like on music, software and games disks, copyrights claims can be made =
on libertarian CD-ROMs as well as they are made on downloadable =
websites.
\par=20
\par Should we rather leave most libertarian writings unpublished, not =
translated or out-of-print than resorting to as affordable, easy, =
efficient and lasting alternative media for them?
\par So far and for too many years, most libertarians have largely =
neglected several of their alternative media options for the cheap, easy =
and lasting pro
vision of long libertarian texts, e.g. floppies and microfiche. Will =
they fail again with CD-ROMs, not to speak of CVDs? I hope not!
\par=20
\par How much more economical do you want libertarian publishing and =
reading opportunities to become before you make extensive use of them?
\par My production costs for a duplicated page on one of my microfiche =
are sometimes already down to 0.03 cents. On CD-ROMs, produced in some =
quantities for as little as A $ 50 cents, they could be even lower =
still. (Those with a "burner" can slowl
y duplicate some CD-ROMs themselves, with blanks now retailed for as =
little as A $ 1 by retailers, in 10-packs.)
\par=20
\par Are libertarians ready and willing to realize such economics for =
themselves? Or do they want to wait for more years or decades until =
prices for libertarian pages are still closer to zero than they are now, =
on some future alternative media?
\par=20
\par Once the first few and text only libertarian CD-ROM are out and =
successful, then, most likely, many others will follow this lead. =
Perhaps as few as 300 text-
only CD-ROMs could already publish and keep in print ALL libertarian =
writings, a rather desirable production which print on paper hasn't =
managed to achieve in 500 years and the Internet not in its decades.=20
\par=20
\par Who knows how many libertarian books etc. were ever written and are =
still preserved somewhere? A complete bibliography does still not exist =
- or hasn't been published yet. Those on the Internet are still woefully =
short.
\par=20
\par Via shared labour in keyboarding and scanning, collaborators might =
digitize many mo
re freedom texts than are now offered on the IN and could also offer =
them on CD-ROMs, until finally all freedom texts are thus available or =
on floppies, microfiche or on other easy cheap and affordable media.
\par=20
\par The Internet offers so far all too few freedom books. The largest =
such offer, copyrighted, may be that of over 2,000 German anarchists =
texts, offered on line by DadA-Literatur, }{\field\flddirty{\*\fldinst =

Some others offer smaller batches or intend to do so.
\par On microfilm many more are already available. I estimate about =
10,000, but they are nowhere listed together as such offers. My own =
lists of such offers are still very incomplete.
\par Floppies can provide one or two small books almost as cheaply as =
microfiche can but they do not last as long and do not mail as easily =
and cheaply. On the other hand, their contents can be fast and cheaply =
transmitted via e-mail attachments.
\par=20
\par Later on the adherents and opponents of copyrights might come to =
offer their own CD-ROM compilations of freedom texts and e.g. =
Propertarians and Left Anarchists, likewise, might want to produce their =
own.
\par But the first one that is cooperatively produced could or should =
cover, as far as possible, the whole freedom spectrum.
\par=20
\par Music, games and software
lovers have filled ten-thousands of CD-ROMs with their preferences. =
Libertarians, to their shame, have left this opportunity largely unused, =
apart from some multimedia CDs by Noam Chomsky, which in this format =
could offer only a few of his writings and l
ectures, and the quite outstanding recent offer by Dr. David Hart, of 4 =
libertarian CD-ROMs, offering mainly classical liberal texts.
\par=20
\par Do you know of any other single and text only libertarian or =
anarchist CD-ROM on the market?
\par Many texts for this can alrea
dy be downloaded from the Internet or from private digitized files =
transmitted as e-mail attachments, between people all over the world, =
who might never meet in person but can thus easily and fast cooperate to =
produce libertarian texts on CD-ROMs. But e-m
ails are limited to at most 1 Mb batches I have learned recently.
\par=20
\par For 30 days, in October/November 2,000, I had to use up 100 hours =
of internet connection with my service provider or forfeit them. With =
some effort I managed to do that, at ten times the ave
rage Australian usage rate, downloading libertarian sites, as fast as I =
could with my system, not reading them at all but just glancing at them =
and mechanically using the menu for downloading. That was so mind and =
body numbing that I could manage it only=20
in short sessions, a few hours at a time. The result, including some =
duplication, was ca. 14,000 files in 157 Mbs.=20
\par In other words, if I could there obtain and had tried to download =
650 Mbs (Who knows how many are already offered there?, then it would =
have taken me about 400 hours!
\par Can that be considered an easy and cheap job, compared with the =
CD-ROM option? Living in the country, my connection costs me about $ A 3 =
per hour. Thus downloading the contents of a CD-ROM would have cost me =
about $ 1,200! Think t
hat experience over, with all its implications, applying your own =
figures!
\par=20
\par In various installments thousands of other libertarians use much =
downloading time and spend much in connection charges. What a waste of =
time, energy and money, as far as unchanging
long text compilations are concerned, when a few libertarians could do =
the job for all - and sell the result, better combined, relatively safe =
from bugs and flaws and broken links developing on the web. (I am not =
yet certain whether the different technol
ogy used for "burning" - in texts onto CD-ROM makes disks already =
burned-in stable and protected enough against all "bug" and "virus" =
attacks. Please share your knowledge on this with me.
\par=20
\par The Internet is O.K. for news, a few pages and many other things =
but
not e.g. for ALL libertarian BOOKS. So far it offers only a fraction of =
them and only few sets of libertarian periodicals and series. The =
latter, too, are unchanging and could be much more easily and =
economically offered on CD-ROM. Moreover, as I want to
stress again and again, downloading costs and labours for long texts =
are not negligible.
\par=20
\par How many pages or Mbs of libertarian material are by now on the =
Internet? Nobody seems to know or was willing to tell me.
\par=20
\par How many pages are already digitized in manuscripts but still stuck =
in private computer systems, instead of being offered on the supposedly =
existing free market for ideas?
\par=20
\par How many have been all too long out of print or have never been =
translated into other major languages?
\par=20
\par Easy cheap and lasting publishing in alternative media could bring =
all remaining freedom texts to light.=20
\par What could we not achieve once all freedom knowledge is easily =
accessible to us?
\par=20
\par If you find this short description of the libertarian CD-ROM =
project not yet convincing enough, then ask to be sent, by e-mail =
attachment, a longer description, a kind of alphabetized FAQ, on 38 =
pages. That one is under revision, too.
\par=20
\par But if your own thinking or these notes have already convinced you =
of the usefulness of the CD-ROM option for=20
publishing libertarian texts, then please do estimate the number of =
libertarian MBs that you could offer to this project. Do not send these =
MBs now and to me. But do indicate their special kind and also whether =
you are able and willing to do some of the w
o
rk of compiling and editing the first libertarian text-only CD-ROM, once =
offers of 650 libertarian MBs, or more, have been received. While I =
would be willing to keep a list of all such offers, as long as is =
necessary to start the first text-only libertari
an CD-ROM edition, I'm not yet skilled enough and may never be and would =
gladly pass on the job and the list of those who have so far shown an =
interest in this project.=20

\f1\cgrid {LABOUR COSTS FOR EXTENSIVE DOWNLOADING:
\par }\pard\plain \s19\qj\nowidctlpar\widctlpar\adjustright =
\f2\fs20\lang2057\cgrid {
\par From my recent 100 hour downloading spurt of libertarian sites on =
the Internet, I gained about 157 Mbs, mostly in html=20
format. From this I concluded that had I downloaded 650 Mbs it would =
have cost me about 4 times as much labour, i.e. 400 hours, with my =
system and current programs and connections (Pentium II 450 Mhz, 56 K =
connection, 128 Mb RAM.),not the top ones.=20

\par If I h
ad downloaded only in text format, then the downloading part would have =
gone faster but I would have had to push more buttons and find and =
download many more sites to reach 157 Mbs, since that would have =
excluded many Mbs for illustrations etc. So for the
time being and in spite of aiming at a text-only comprehensive =
libertarian library on CD-ROMs, I go on with this estimate based mainly =
on downloading html files.
\par=20
\par If a complete freedom library did already exist on the Internet, =
for complete or part downloa
ding, and if it came to the equivalent of 300 CD-ROMs with 650 Mbs each, =
then with my system I would thus have needed 300 x 400 hours, i.e. =
120,000 hours to download the lot. Divided by 24 hours this would come =
to 5000 days, these divided by 365 days, to=20
almost 14 years of continuous labour, working day and night without =
stop, if I were capable of that.
\par Obviously, since I do not love this kind of labour (a still longer =
"sentence" if I introduced an 8 hour day and 5 hour week here, for me a =
life sentence) I=20
would obviously prefer to receive the lot within 10 days on 300 CD-ROMs =
by "snail mail" even if that would cost me $ 3,000.=20
\par=20
\par Calling the post office competition for such information parcels =
"snail mail" is, in this connection almost a joke upon the Internet =
option, seeing the slowness here revealed by the supposedly highest and =
fastest technology.
\par=20
\par Indeed, in the future access may be much faster but this electronic =
"snail" would have to speed up very much from its current best to catch =
the CD-ROM "hare" th
at would reach me now in 10 days rather than 3x14 years =3D 42 years of =
its "high technology" connection run, at present speeds, if a 7 day =
labour week of 8 hours daily were introduced to convey this information =
to me online.=20
\par=20
\par Admittedly, much of the downlo
ading labour from an already complete freedom library on line, would be =
automated machine labour. I would just have to wait, patiently, =
currently for a mere 14 - 42 years, for it to finish the job for me. And =
all others, wanting to go this supposedly fast
and convenient way, for all that information, would also have to wait =
that long.=20
\par=20
\par Well, you might say: We have already all too patiently waited for =
all of liberty to be presented to us on a platter (if only it is not =
offered on CD-ROM platters!) for thousands of years, so why should we =
not be patient for another mere 14 - 42?
\par=20
\par The advice: Go online and use online for libertarian literature, =
for access to all of it, would subject all libertarians to as extensive =
labours, or waiting periods, not only me. It=20
would not even try to add up the total number of labour years then =
involved.=20
\par Mind you, this estimate does not include the maintenance labour of =
webmasters for keeping all this information correctly online.
\par=20
\par I am well aware that few libertarians would want as much =
information downloaded at a time nor could anyone possibly read all of =
it unless he becomes an immortal. He has my best wishes for both =
options.
\par=20
\par So they will make their selections. But still, they would have to =
invest proportionate labours for th
e information they want. And each of them would have to do so, instead =
of just ordering the full set of libertarian literature on 300 CD-ROMs, =
if that were already made possible.
\par Have they got no better use for their time?

d cost me ca. $ 1,200 to fill one 650 Mbs CD-ROM. Not counting the =
number of local telephone calls to my provider, when on line to him, and =
their costs. Thus for the assumed total freedom library online and at my =
current connection costs, my costs would c
ome to ca. $ 1,200 x 300 =3D A $ 360,000, if that library, of that size =
(equivalent to 300 CD-ROMs) were already provided there, or =
correspondingly less for the fractions of freedom literature knowledge =
one wants from it and can get from it already.=20
\par=20
\par Admitte
dly, many libertarians get cheaper and faster connections. And they can =

rather high with most present and near future PC systems and =

e but for all other fans of "high technology" downloading options.
\par Aren't 300 CD-ROMs, at e.g. $ 10 each, a total of $ 3,000, a real =

\par By all means, make your own estimates. Accept nothing on faith. Not =
