                         I noticed your e-mail address in Sam's Pages, =
recommending Rothbard's What Has the Government Done to Our Money?

While R. was right on governmental abuses in this sphere, his =
alternative remained still short of full monetary freedom, which =
includes all kinds of voluntaristic and non-coercive alternative =
currencies and value standards used by private payment and clearing =
communities, that he would have disapproved of and which continue to be =
suppressed by governments.

None of them would need legal tender (compulsory acceptance and =
compulsory value) powers or a rare metal redemption fund by the issuers. =
Under free market rating, voluntary acceptance, including the total =
refusal option and also under full publicity for the issues, none of =
these issuers could cause an inflation of the general price level and =
their free competition could assure that no under-supply of exchange =
media and of sound value standards could persist for long.

In my microfiched PEACE PLANS series I have probably published more on =
this subject than anyone else has ever before in any other medium. =
However, this medium has remained very unpopular and so I try to to =
promote competition with it on CD-ROMs, which should be closer to the =
hearts of libertarian computer fans - but, unfortunately, are not as =
yet, when it comes to getting their favourite libertarian texts on them.

About 11 years ago I compiled what was then probably the longest and may =
still be the longest bibliography on the subject, although it was still =
very incomplete. Temporarily someone put it onto the Internet and then =
it disappeared there again. I have not yet got around to update it and =
place it there myself.

On and off I am working towards an alphabetized handbook on all monetary =
freedom ideas, proposals, experiments and terms but I have so many other =
projects on hand that it may still take years before my first rough =
manuscript of this work will be advanced as far as I can bring it.

Many of the writings of Ulrich von Beckerath, 1882-1969, in German, have =
still to be published, at least in my series, and most of them, except =
his 3 classical books on monetary freedom, have still to be translated.

I believe that the discussion of all monetary freedom options can =
advance rapidly only once all such texts become easily available. By =
1975 a man like Hayek still believed to have been the first economist to =
suggest freedom in this sphere, indicating that even a famous scholar =
like him did not have easy access to all this literature. He was not =
even aware of the German monetary freedom school of the 1930's and its =
publications.

Monetary and financial freedom ideas (e.g. free banking & voluntary =
taxation)  have been among my main interests for many years  and I try =
to get as many such texts and discussions on record as I can get, at =
least on my microfiche. However, since these are still a very unpopular =
medium, I am presently trying to raise some interest in publishing all =
libertarian texts and ideas and discussions on CD-ROMs, especially all =
freedom books that have not yet found their way onto the Internet. On =
CD-ROMs they can not only be archived but also duplicated and very =
cheaply and, fast enough for most purposes, be "snail-mailed" to those =
who are interested in them. How long would it take you to download e.g. =
650 Mbs from the Internet, if you could find as much of libertarian =
interest to you there? And how much would that downloading cost you =
altogether. I would rather get it on a CD-ROM, which can be commercially =
pressed for as little as 50 cents. Even if the producer were to charge =
100 times as much, it would be a bargain compared with the paper, =
microfilm and downloading alternative, at least at present speeds for =
most PCs. Moreover, there the texts would be safe from further bugs & =
independent from one's on-line connections and their costs.

A mere 10 libertarian CD-ROMs could already contain all the reading =
matter that a long-lived libertarian might get to read in his life-time.

Naturally, such a reference library, part of a complete one on CD-ROM, =
should be linked to websites for news, current discussions, events, =
trading etc. But as a library option they are hard to beat and not =
fundamentally changed by putting all such texts on even less CVDs and, =
in future, perhaps onto a single super-disk.

I can imagine that e.g. a CD-ROM that offered all the texts and =
discussions on free banking & on voluntary taxation, that were so far =
put on record, could become very attractive to many libertarians.=20

So far only 41 libertarians have indicated their interest in this CD-ROM =
project to me. That list can be sent as an attachment upon request - =
until it becomes too long for that. Hopefully, someone will place it on =
a website, with the option for interested people to add themselves to =
it.=20

At least 10 times, if not 100 times as many would be needed to make the =
list of these interested people operative as a meeting point or clearing =
house for those who want to compile & publish a libertarian CD-ROM =
between them.

Probably, once a few dozen such CD-ROMs have appeared and their =
availability has been publicized, no further artificial "push" in this =
direction will be needed. Enough other libertarians will then jump on =
this "band wagon".=20

Perhaps you have some opportunity to publicize the CD-ROM project? I =
have so far been largely confined to mention it in my letters and =
e-mails. According to my experience the libertarian periodicals, =
including the on-line ones, are not eager to discuss alternative media =
options like microfiche, floppy disks and CD-ROMs, although important =
opportunities for freedom of expression and information are involved.

WHAT?=20

Complete libertarian publishing library & information services for all =
freedom texts not yet cheaply, permanently & easily accessible in any =
medium, supplementing & listing all of freedom texts etc. offered in all =
media, or cheaply combining them, with permission, if required.

BY WHAT MEANS?=20

CD-ROMs, zipped, later CVDs, then still better disks, until all freedom =
texts can be found on the Internet & large & multiple websites are easy, =
fast & cheap enough to set up, maintain & download

A public & growing list indicating all interested & inviting independent =
collaboration or competition.

CD-ROM disks, drives & burners are already wide-spread & cheap. CD-ROMs =
are commercially pressed for as little as 50 cents. Each can contain, =
zipped, 200 to 2,000 book titles. A lifetime's freedom reading on a mere =
10 CD-ROMs! A complete freedom library on perhaps no more than 300 =
CD-ROMs!=20

Filling them will not only require extensive downloading & e-mailing of =
already digitized texts but also extensive digitizing, mainly as a =
labour of love. Luckily, scanners have become cheap & efficient & =
division of labour for large jobs is an ancient invention.

WHO?=20

Anyone interested in contributing libertarian Mbs, keyboarding, =
scanning, proof-reading, editing & computer skills & copyrights =
permissions. CD-ROMs, like microfiche & floppies, are essentially =
self-help media but do mostly need collaborators to fill them. With =
cheap, lasting, powerful & efficient alternative media anyone can be a =
publisher, editor & compiler.

HOW?=20

By keyboarding, scanning, downloading, alone or in association with =
others. Sending Kbs & Mbs on floppies, partly filled CD-ROMs or via =
e-mail - to the compilers of CD-ROMs.=20

By dividing the chores of e.g. digitizing whole books into manageable =
portions between those who like a particular book.=20

By collaborating with & publicizing all who have already taken steps in =
this direction. See the slowly growing list of interested people.

WHY?=20

Because it is possible now, affordable, & achievable by enough =
interested people.=20

We could use all our resources at our fingertips. We have never had them =
yet. On CD-ROMs they could be made cheaply & conveniently accessible & =
linked to current websites. In combination they could be rather useful. =
Sufficient knowledge could give us considerable influence.=20

Climbing the mountains of liberty knowledge would not only provide us =
with a great view but also realistic blueprints, the best programs, =
strategies, tactics, advice, refutations & references. Remaining =
disagreements would come closer to being settled. All valuable ideas, =
discoveries, talents & opportunities could be brought to light & made =
widely accessible. The Internet can do much but not yet everything or =
optimally.

WHEN?

As soon as the growing list of interested people contains enough =
libertarian Mbs to fill the first libertarian & cooperatively compiled =
CD-ROM.=20

PRECEDENTS, DEMONSTRATIONS, EXAMPLES:

Few will be as productive with this medium as Dr. David Hart has already =
been, who produced 4 CD-ROMs on his own, mainly on classical French =
Liberalism.

Compare Encyclopaedia Britannica & The Library of the Future, each on =
one CD-ROM. The latter contains over 5,000 titles, not all book-sized, =
but includes some freedom texts.=20

There are thousands of music, games & software CD-ROMs.=20

It's high time for more libertarians to use of this freedom of =
expression & information opportunity, at least for freedom texts not yet =
otherwise available.=20

&amp; cheap enough to set up, maintain &amp; download</P>

independent collaboration or competition.</P>
<P>CD-ROM disks, drives &amp; burners are already wide-spread &amp; =

CD-ROMs are commercially pressed for as little as 50 cents. Each can =

zipped, 200 to 2,000 book titles. A lifetime's freedom reading on a mere =

CD-ROMs! A complete freedom library on perhaps no more than 300 CD-ROMs! =

<P>Filling them will not only require extensive downloading &amp; =
e-mailing of=20
already digitized texts but also extensive digitizing, mainly as a =
labour of=20
love. Luckily, scanners have become cheap &amp; efficient &amp; division =

labour for large jobs is an ancient invention.</P>
<P>WHO? </P>
<P>Anyone interested in contributing libertarian Mbs, keyboarding, =
scanning,=20
proof-reading, editing &amp; computer skills &amp; copyrights =
permissions.=20
CD-ROMs, like microfiche &amp; floppies, are essentially self-help media =
but do=20
mostly need collaborators to fill them. With cheap, lasting, powerful =
&amp;=20
efficient alternative media anyone can be a publisher, editor &amp;=20
compiler.</P>
<P>HOW? </P>
<P>By keyboarding, scanning, downloading, alone or in association with =
others.=20
Sending Kbs &amp; Mbs on floppies, partly filled CD-ROMs or via e-mail - =
to the=20
compilers of CD-ROMs. </P>
<P>By dividing the chores of e.g. digitizing whole books into manageable =

portions between those who like a particular book. </P>
<P>By collaborating with &amp; publicizing all who have already taken =
steps in=20
this direction. See the slowly growing list of interested people.</P>
<P>WHY? </P>
<P>Because it is possible now, affordable, &amp; achievable by enough =
interested=20
people. </P>
<P>We could use all our resources at our fingertips. We have never had =
them yet.=20
On CD-ROMs they could be made cheaply &amp; conveniently accessible =
&amp; linked=20
to current websites. In combination they could be rather useful. =
Sufficient=20
knowledge could give us considerable influence. </P>
<P>Climbing the mountains of liberty knowledge would not only provide us =
with a=20
great view but also realistic blueprints, the best programs, strategies, =

tactics, advice, refutations &amp; references. Remaining disagreements =
would=20
come closer to being settled. All valuable ideas, discoveries, talents =
&amp;=20
opportunities could be brought to light &amp; made widely accessible. =
The=20
Internet can do much but not yet everything or optimally.</P>
<P>WHEN?</P>
<P>As soon as the growing list of interested people contains enough =
libertarian=20
Mbs to fill the first libertarian &amp; cooperatively compiled CD-ROM. =
</P>
<P>PRECEDENTS, DEMONSTRATIONS, EXAMPLES:</P>
<P>Few will be as productive with this medium as Dr. David Hart has =
already=20
been, who produced 4 CD-ROMs on his own, mainly on classical French=20
Liberalism.</P>
<P>Compare Encyclopaedia Britannica &amp; The Library of the Future, =
each on one=20
CD-ROM. The latter contains over 5,000 titles, not all book-sized, but =
includes=20
some freedom texts. </P>
<P>There are thousands of music, games &amp; software CD-ROMs. </P>
<P>It's high time for more libertarians to use of this freedom of =
expression=20
&amp; information opportunity, at least for freedom texts not yet =
otherwise=20
